The regional health authorities are announced up to NOK 180 million to national, clinical treatment studies. For all applications, participation from clinical research environments is set in all health regions, facilitation for equal access for patients nationally and user participation.

The announcement is open to all disciplines , in addition, the announcement includes a priority of areas where a special research need has been identified.

In this year's announcement, priority is given to the following two areas:

  • Proton therapy:  Proton therapy is established as a multi -regional treatment service with the start of patient care during 2025, and there is a great need for more clinical studies in the area.
  • Rehabilitation:  The evaluation of the escalation plan for habilitation and rehabilitation (2017-2019) has concluded that the subject area Physical medicine and rehabilitation is a research guard area with little knowledge of treatment effect. The need for increased knowledge and research in the area has also been highlighted in the National Health and Collaborative Plan 2024-2027. Clinical studies in the area must have central anchoring in the specialist health service, but can be carried out with established collaboration with the primary health service. In this way, the priority can also address issues related to interaction in the services.

Pilot Health, Application deadline 24 September 2025, at 13.00 CEST, application deadline for project 16.1024

Through binding cooperation, public and private actors must jointly develop good solutions that reach patients and residents more quickly. The needs of the health services and the needs of the health industry are equal for the Pilot Health scheme and must therefore be equally represented in the project.

In the autumn of 2024, there will be  a call for preliminary projects  for this call. Deadline for preliminary project: 16 October 2024. It will be mandatory to carry out a preliminary project with support from the Research Council in order to be able to apply for a main project.

See call for proposals: Pilot Health (forskningsradet.no)

With this scheme, we want to finance innovation projects that will make health services more sustainable; that is to say, being able to offer safe, equal and adapted services of high quality to all residents without increasing the total burden on either the services or society. And that the new solutions are developed for a Norwegian and international market.

Priorities for this call

The call is open to all projects that aim to meet clear needs in the specialist health service and/or the municipal health and care service which is either rooted in patients/residents or in the service itself. The needs must be based on a concrete clarification of needs with broad involvement of stakeholders. We look for projects where the aim is to develop innovations that meet the needs at the same time as they will be able to contribute to sustainability in the health service and society in addition to value creation.

By sustainability in the health service, we mean that the health services in the future should still be able to offer safe, equal and customized services of high quality to all residents without an increased overall burden on either the services or society.

By innovations, we mean new or significantly improved solutions, services, processes, organizational forms or marketing models that are used to achieve value creation and social benefit. In order for the projects to contribute to value creation in Norwegian business, the solutions developed should have a market both in Norway and abroad.

In this call for proposals, Pilot Health projects that focus on the following themes will be prioritized:

  • Innovations that provide personnel savings without compromising quality or productivity cf. the health personnel commission.
  • Innovations that use existing, heavy infrastructure to ensure the possibility of rapid scaling.
  • Interaction, task sharing and communication between service levels
  • Recruit health personnel, create attractive and robust workplaces
  • Develop innovative AI solutions for sustainability in the health services
  • Self-service solutions to master your own health, prevent illness and provide increased health literacy
  • Projects that facilitate production in Norway

Other challenges rooted in specific needs may also be relevant for Pilot Health projects.

For more information see here.

It is a requirement that a minimum of 30 per cent of the project's total costs be consumed by municipalities and correspondingly that a minimum of 30 per cent be consumed by research organisations.
