Current application deadlines
A continuous application reception and processing has been introduced. You can apply at any time, and the project you are applying for funding for must have a planned project start 8-18 months after you submit your application. As a project manager, you will have a 12-month waiting period, calculated from the date you submitted your application, until you can apply again. You can be a project participant in other FRIPRO applications and a project manager for applications to other calls in the Research Council, regardless of the waiting period in FRIPRO.
The Portfolio Board will make award decisions approximately every two months. They will distribute FRIPRO's annual budget equally across each decision round during the year, and in each decision round they will distribute available funds across applications submitted to all three of our ongoing calls for applications.
In addition, from autumn 2023, the Research Council will introduce several smaller measures to increase the grant percentage and reduce the number of applications and resource use in FRIPRO. For more information, see:
- FRIPRO (forskningsradet.no)

Through binding collaboration, public and private actors will jointly develop good solutions that reach patients and citizens more quickly. The needs of the health services and the needs of the health industry are equal for the Pilot Health scheme and must therefore be equally represented in the project.
There will be a call for preliminary projects for this call in the fall of 2024. Deadline for preliminary projects: 16.10.2024. It will be mandatory to carry out a preliminary project with support from the Research Council in order to apply for a main project.
See announcement: Pilot Health (forskningsradet.no)
With this scheme, we want to finance innovation projects that will make health services more sustainable; that is, be able to offer safe, equal and adapted services of high quality to all citizens without increasing the overall burden on either the services or society. And that the new solutions are developed for a Norwegian and international market.
Priorities for this call
The call is open to all projects that aim to meet clear needs in the specialist health service and/or the municipal health and care service that are either rooted in patients/residents or in the service itself. The needs must be based on a concrete needs assessment with broad involvement of stakeholders. We are looking for projects that aim to develop innovations that meet the needs while at the same time contributing to sustainability in the health service and society in addition to value creation.
With sustainability in the health service, we believe that health services in the future should continue to be able to offer safe, equal and adapted services of high quality to all citizens without increasing the overall burden on either the services or society.
By innovations we mean new or significantly improved solutions, services, processes, organizational forms or marketing models that are put into use to achieve value creation and social benefit. In order for the projects to contribute to value creation in Norwegian business, the solutions that are developed should have a market both in Norway and abroad.
In this call, Pilot Health projects that address the following themes will be prioritized:
- Innovations that provide personnel savings without compromising quality or productivity, cf. the Health Personnel Commission.
- Innovations that utilize existing, heavy infrastructure to ensure the ability to scale quickly.
- Interaction, task sharing and communication between service levels
- Recruiting healthcare personnel, creating attractive and robust workplaces
- Develop innovative AI solutions for sustainability in healthcare services
- Self-service solutions to manage your own health, prevent illness and provide increased health literacy
- Projects that facilitate production in Norway
Other challenges rooted in specific needs may also be relevant for Pilot Health projects.
The purpose of the call is to stimulate research and innovation that is rooted in the need to strengthen the sustainability of municipal health and care services.
Based on the municipalities' need for knowledge and new solutions, municipalities, counties and research organizations can apply for funding for research and innovation. The projects must be carried out in actual collaboration between several municipalities and at least one research organization.
It is a requirement that a minimum of 30 percent of the project's total costs be spent by municipalities and correspondingly that a minimum of 30 percent be spent by research organizations.
The Norwegian Rheumatology Association's Research Fund and the Jan A. Pahle Foundation will, upon application, be able to provide financial support for research into rheumatic diseases. For more information, see here; Apply for support | Norwegian Rheumatology Association

This year's call is being conducted as a two-stage process. This means that applicants for research funding from KLINBEFORSK in the first stage must submit an outline application. Based on this outline, selected applicants will be invited to submit a full application in the second stage of the call.
KLINBEFORSK uses a two-stage application process for awarding research funds. In the first stage, an outline application must be submitted that describes the expected benefit for the specialist health service, patient base and purpose of the project. The outline applications are assessed by a separate evaluation committee to form the basis for invitations to other application stages. Applicants who do not proceed in the process will receive feedback on their application. In the second application stage, applicants must submit a complete application through the eSøknad portal. The application deadline for sketches for the first application stage is May 15, 2025 at 4:00 PM.
The outline application must contain:
- Template for project outline (format requirements in form)
- CV for project manager with publication list (max. 4 pages, Calibri 11pt)

The application process is described in detail here .
The regional health authorities are announcing up to NOK 180 million for national clinical treatment studies. All applications require participation from clinical research communities in all health regions, facilitation of equal access for patients nationally, and user participation.
The call is open to all fields of study , and in addition, the call includes prioritization of areas where a specific research need has been identified.
In this year's call, priority is given to the following two areas:
- Proton therapy: Proton therapy is being established as a multi-regional treatment service with patient treatment starting in 2025, and there is a great need for more clinical studies in the area.
- Rehabilitation: The evaluation of the Escalation Plan for Habilitation and Rehabilitation (2017-2019) has concluded that the field of physical medicine and rehabilitation is a research-poor area with little knowledge about treatment effects. The need for increased knowledge and research in the area is also highlighted in the National Health and Coordination Plan 2024-2027. Clinical studies in the area must have a central anchoring in the specialist health service, but can be carried out with established collaboration with the primary health service. In this way, prioritization can also address issues related to interaction in the services.
